Banks have invested billions into high volume trading algorithms which collectively form a nuclear bomb waiting to reach critical mass, in one second for example they can dump a billion dollars worth of assets, in one minute they can dump a trillion in assets and when things go wrong we'll just scratch our heads and do nothing to fix it
