I was expecting him to be wailing because he got told some horrible news or something. Somehow what I got was way more depressing.

Apparently in Japan a public apology by a prominent figure has to be done with emotion to show sincerity (or at least embarrass you if you're as bad of an actor as he is)

Oh yeah, saw this on the news over here in Japan earlier today. As sad as he might be, when I saw this being talked about on TV even the newscasters has a slight grin on their face and I could tell they were trying to resist.
