You can upgrade your standard Assassins Creed 2 version to Digital Deluxe, this is on Steam only. I only have the retail standard version of Assassins Creed 2. I've looked around online and didn't find any way to upgrade mine.

Not to my knowledge. I've pretty much completed everything in the standard retail edition and I haven't even come across the 3 listed bonus levels.

AC II pc is kind of weird to get working, but if you have a gamepad then it's better than the console version. Also, the DRM is not annoying at all. It's a huge dick move, but it hasn't really fucked me over.
Also for anyone confused, the new content in this is a bunch of pre-order content. The plazzo medici was only gettable if you bought the ps3 version at launch.
