I'm not surprised, most chinese citizens love Mao even though he is the biggest mass-murderer of all time. Mao industrialized China, built up the military and basically united China as one economy, essentially laying the cornerstones of what China is today. They tend to see it as a case of the pros outweighing the cons although personally I think he was a giant turd.

The most important rule about building a wonder is to build it near your town center in case an enemy spy finds it and sends a scouting party to destroy it, looks like the Chinese didn't know that part.
