As you can see in the middle, there's a Diplomatic land (Still making map) where you can meet up in peace with other leaders or try to assassinate them with risk of being wanted if discovered.
That's right, there's a law enforcement system, controlled by me, any murder or illegal activity discovered or reported will result in an "Enforcement alarm" of different magnitudes depending on the crime, like, an attack on Dipoland or the police force will result in complete force enforcement which means anyone and everyone will be temporarily charged for that crime until proven innocent.

Anyhow, you cant travel directly to Dipo without buying a one way ticket of my "Transportation system of Dipo" to get there instantly, or you'll have to move through everyone's territory, above, or under works too.

Noticing the thread title,yes.
The reason its been done is cos civ2 died,and the latest civ(techno one) cant have medival armys,this one does.
