What scares me most is that these ISIS supporters are completely normal, capable, intelligent people, just like you and me. If they can be influenced to support this, then under the right circumstances, we could be as well.

It's entirely possible the person is petitioning the courts/"other body that can change the legal gender" to recognise "her" as a man. As such the person was still legally female and was trying to become male.
In that context it seems fine to me.
The difference between legal and nonlegal gender do exist.
