The president said his government ended killings in the country by defeating Tamil Tiger rebels in 2009. Several leaders are boycotting the event and British PM David Cameron has said he will raise "tough questions". The summit has been overshadowed by the row over its host, Sri Lanka. Correspondents say the government had hoped the three-day event - which begins on Friday - would showcase Sri Lanka's post-war revival, but instead it is turning into a PR disaster.
Video: BBC TV crew held back at Sri Lanka Commonwealth event
I feel sad, because the Indians were largely to blame for a lot of the shit that went down there, including the bloody civil war and that stupid fucking idea of having a Peace Keeping Force there which only made matters worse and got Rajiv Gandhi assassinated. Apart from this some sympathetic Tamilians were also providing support to the LTTE guys and that was a bad idea.
They also reacted angrily to the idea of the PM discussing their human rights while he's there. Quite frankly, they should just deal with it. Ending an insurgency with bloodshed just sets the stage for the next one.
