I really hate people who compare how good a guitarist is by the speed (S)he can play.
You don't need supersonic fast fingers to be good at guitar. It's all about technique and theory. Speed should be the last thing you worry about unless all your songs are at a ridiculous bpm.

My favorite guitarist now, has to be Guthrie Govan. Amazing speed, amazing groove and phrasing. Also check out his new band The Aristocrats, featuring the great Marco Minnemann on drums and Brian Beller on bass.

He doesn't shred, or play fast, but he's fucking creative as hell. I know he's in a less than favourable band (Limp Bizkit) But his guitar style is so unique, rhythmic, droning and interesting that it's impossible not to respect his creativity. Props.
My other favourite guitarists are Billy Howerdel from A Perfect Circle, Stephen Carpenter from Deftones and Taka Goto from Mono. He's the guy playing the Jazzmaster in this video...

I have two favourites when it comes to the type of guitar player that plays high velocity, high octane type of guitar that came about near the 80's

First, Reb Beach of Winger, a guitarist that just knows how to make catchy riffs (and I mean really, really catchy!) and then blow you away when he kicks into overdrive. It's a shame Winger got such a bad rep from Beavis&Butthead , they are one of the hidden gems of the glam metal genre.

Then there's Criss Olivia. Another man who makes some really catchy riffs too, but I think his soloing is what really makes this man such a legend. Even when he speeds up into warp speed you hear how sincere and emotional it is. Just amazing.
