But authorities admit the number is likely to be a “significant underestimate’’ of the true scale of the problem. But honestly, this didn't have to continue up to numbers of 500 cases, before anything was really done, imo. Worries about being 'racist' might play into it, but it's also clear that there's a stigma around uncovering this kind of thing in general. Maybe we should be looking into that too.
