I think he's saying that the only people who could investigate government corruption were appointed by the government. Making it potentially ineffective.

The point of Democracy isn't to work well.
It's to work better than the alternatives, which it is achieving.

Its disturbing coz it shows some premeditation, so he went there that day, with flowers with the intention to do that
