They wanted to catch thieves who picks on disabled people.
What the fuck your police department makes TV productions?

Jeez Canadians really do live up to the stereotype
Wait what is this trying to say? That everything is fine and all people in Vancouver are honest? I mean, probably not but it looks a bit like 'propaganda' to me.
No actually.
This was a sting operation meant to catch a thief who's been reported as stealing from wheel chair victims.
They hoped he would attempt it. No one attempted it. It's hardly propaganda

The video seemed pretty self-explanatory to me.
Yeah, but that bit at the end seemed to make everything look a bit too good for me.

yeah, but what would you do if you met a wheelchaired person? You are like many other people.

It's propaganda. A sting, yes, but the video was made in part to reduce crime and induce fear into any criminals. "we're watching" and dressing up as just anyone as discreet as portrayed in the video will make them think twice.

Eh, I meant the last bit where the policeman spoke about how good the city is and all.

So what if it's propaganda? Not like it's falsified or anything.
As someone who has spent at least one night on those streets, the DTES is an oddly close-knit community, given that it's the poorest postal code in Canada.
I was hoping someone did try and steal from him, and he'd leap from the chair and kick his ass.
In my country gangs will take advantages of these disabled people and use them to sell chewing gums or lottery tickets and simply just beg for money.
At the end of the day if the disabled man did not get as much money as expected, they would be beaten up.

It means not everybody in the whole fucking world is an awful human being and, in fact some people are nice to other people
and if you are so cynical that that message seems like propaganda to you, damn you are an ice cold motherfucker.

What? What stereotype?
What? What stereotype?
The stereotype that Canadian law enforcement agencies are exceedingly media savvy, duh.

Oh, that explains why they used to do recruitment through Second Life.
