It doesn't sounds like it was intentional, rather a paperwork error or something.
You would think they would have sort of check-in system in place for something like this rather than "Alright see you in 5 days"
He may of had temporary release for compassionate grounds (Attending parents funeral/etc). We don't have a bond-style system, so it's judged on how likely they are to be a danger/trust.

Ankle monitors aren't fueled by unicorn blood and leprechaun magic. Anyone with a bit of time and a cutting tool can remove them. And sure, while removal might even trigger an alarm I doubt they have teams to respond immediately. Even with as little as ten minutes lead time- hes gone.
