A 48-year-old city woman reported to the police on Monday that Douglas Hall, of New York Avenue, came to her apartment on Oct. 2 and indicated he wanted to have sex with her, Police Sgt. Ray Vasquez said. When the woman attempted to close the door, Hall reached in and grabbed her breast, Vasquez said. After she shut the front door, Hall went to the back of the residence, knocked on a glass door, pulled down his pants and began to masturbate, reports said. Hall was charged with two counts of sexual contact and was arrested at his home at around noon today, Vasquez said.
