that is like saying "I don't mean to start a fire here, but i'll just leave these matches and gasoline right here" and it's not even techno. It's house. It's like a fusion of a lot of different genre's including techno.
Technologic is a lot creepier, I've never seen the video for this song but it wasn't that bad. It also has a meaning unlike most Tool videos.

the girl's thin, she looks around and everyone seems so skinny to her, skeletal by comparison, then she looks in the mirror, see's herself as fat, so then she takes a razor to make herself "appear thinner". and we're left to assume she's dead (well no shit). then her parents come rushing in, and they're just normal people, not skeletons. she saw them as thinner than they really were, and herself as fatter than she really was.
don't look at it from a literal, scientifically, phyiscally, and anatomically correct point of view, it's science fiction, look at it as the way it is in the video. there's nothing else the video could be about.
