To be fair, this is the sort of accusation that's nearly impossible for the NSA to thoroughly dispute or discredit. I think this could be truthful. He has mountain loads of evidence of abuses by the NSA, I don't think he'd risk lying (and possibly discrediting parts of his work that resulted in his exile from his life) when he doesn't need to lie - especially for something more tame than his original expose.
