Sampling usually involves an artist borrowing and modifying a sound or beat or similar. Usually beyond just slowing or speeding up a little. Using your creativity to make a sound unique from the original

OK, let's drop the sampling thing and focus on the actual issue. drake and his producers are taken ng advantage of smaller or forgotten tracks to boost their popularity and sales with seemingly zero benefits to the original creator.

Smaller artists generally get chosen because licensing fees or whatever will be cheaper.

All great points and valid arguments. The cha cha song is a direct consequence of this runaway effect of what I would call "heavy sampling". With heavy sampling being a sample that makes a vital and or substantial portion of a song/track. I'll even follow that up with my enjoyment of artists like Portishead and pretty lights who rely on samples heavily, but seem to do so in a more responsible manner. And of course like "the dude " says, that's like, Your opinion man.
