The funniest thing is that the U.S is their logistic support.
No sense overstaying your presence and becoming the enemy to the local population.

But that somebody else didn't withdraw the majority of its troops swiftly and decided to keep a large military presence for a very long time.

Yes and no, the US has the most developed air and land support network in the area (odd since it's Europe, 2013, and the US still needs to have a base in nearly every NATO country.) While the french may be receiving supplies from other nations, I don't know if Germany is able or willing to just give away a few of its C-5 Galaxies just to drop a few tanks and a few hundred troops in north Africa for a figurative weekend. Not dissing the rest of Europe's military forces, but the US has developed a bit of an arsenal overseas.
Successful campaign is successful.
