Uh

Pictures have a URL if you go to their properties.

Grab that URL and stick it between image tags.

I don't know how well you'll fair here if you can't even manage that.

Upload it to a picture site.

Photobucket, tinypic, imageshack.

You upload the picture and it will give you a URL for it. I recommend tinypic.

You can't link pictures from your computer. You need to upload it to a website, like [url]www.imageshack.us[/url] for example, and then use the URL from there in [img] tags.
Other tags you might want to know for future
[ media][/media ] are for youtube videos
[ quote][/quote ] are for quotes.
[ b][/b ] are for bold text
[ i][/i ] are for italic (slanted) text
[ sp][/sp ] are for spoilers (they blacken the text so you can't see what it is until you click on it.)
