Let me put this into video game terms for you. Let's say you're playing a grand strategy game and you have one of your highest experienced generals commanding a unit. Now let's say that same general is killed by the enemy player. You still need a general to command this unit but you only have a finite amount of lower experienced generals in your pool to pull from. Yeah you can replace him but the likelihood is that the replacement won't be as experienced yet and now you have a smaller pool of generals to pull from in the future. Makes sense?

Uhh Iraq used tons of chem warfare over the last 30 years. They will find a replacement. Lots of Saddam's army is now associated with ISIS.

You can't just say that though like there's a secret warehouse full of guys like his. They could have easily given up on Saddam's regime and booked it as soon as possible when America came around Iraq back in the early 2000s. Or dead.
Bottom Line, unless you can say for certain, most we can guess is it's not easy to find and replace someone whose good with Chem weapons.

Well no, but ISIS has tons of money and connections. They can refill the position, unfortunately. All I'm saying is everyone can be replaced.
Isn't mustard gas pretty easy to make/store? In comparison to say, Sarin.

Chemical weapons are stupid easy to make. The processes involved are fairly trivial. The materials required are cheap and quite common. It's quite a feat at all that humans decided to be civilized enough to disarm and destroy most of the global chemical weapon supply and set up regulatory bodies internationally to prevent the production of these materials. It's not a mean feat, chemical weapons just aren't very good, they're either insanely lethal like sarin gas, or too unpredictable in their spread like mustard gas

You really ought to look into the work done to achieve the level of disarmament we have now. The OPCW won the Nobel Peace Prize in 2013 for their work. Early on most of the funding for the OPCW came from the private sector and a handful of individuals. Industry leaders like Will Carpenter spearheaded disarmament and regulatory oversight.

I think it's similar to the reason we haven't used nuclear weapons in warfare since their inception. They're effective, to a degree, but the human cost is almost unbearable.
