It's Xbox One exclusive because Battletoads is a Rare property, and Microsoft owns Rare.

there's a load of things wrong with this statement but I'm gonna start off with:
rare as you know it doesn't exist anymore. all of the old creative talent is gone, replaced with "fresh young faces" that love to make facebook games.
basically, Microsoft just owns Rare's name and its IPs. saying that Rare should get their heads out of their asses and leave Microsoft is like saying that Aonuma should get his head out of his ass and put Zelda on the PS3.
Plus all the Rare employees that we know and love just started their own company and are making a spiritual successor to B-K so

I hear it's Windows 10 exclusive as well, and (on a similar note) a lot of first party titles for the xbone will be crossplayable on PC as well! Here's hoping more cool games will do so.
Fun fact, apparently it took a day for the shovel knight devs to port to the xbone. Either it's easy for them to port, or windows 10 has porting between the two in mind.

Probably because shovel knight isn't.. the most demanding game so you can skip alot of optimization. They run on the same x86 and the OS on Xbox One is basically rebranded windows.
