He is scottish and he does have quite a bit of acting range and can do a number of accents. I went to comic con back in 09 and found him out in the halls where he was doing a few voices and hanging out with Doctor Who fans, John Barrowman was also there.

Then again, Disney has made sure to hire voice actors who sound barely indistinguishable from previous performances for the same characters. Mickey, Donald and Goofy sound almost exactly the same, after so many decades.

When I was a kid I always thought the continuity between the Donald Duck comics and the Ducktales show was wierd, because Donald himself was nowhere to be seen.
