Chief Secretary to the Treasury Danny Alexander told journalists of his "amusement" at spotting the padlock. It was denied by a Conservative Party source, who said a shared kitchen near Mr Alexander's office had been locked at night for years. Mr Alexander was addressing political reporters at a lunch in Westminster.
The same as anyone in a workplace would do, only he's actually put a padlock on it. Milk, pens and occasionally parts of people's lunches seem to always be scavenged.
Well the Conservatives do have a history of snatching milk...
This isn't weird because if you leave anything in a workplace for long enough it's going to get eaten, or missing.

Everybody else must be hiding their food or something, because the fridge is filled with almost nothing but butter.

It's to keep Thatcher away from it
I don't blame him;
i work in the NHS and it is literally the worst place for food getting swiped, i had brought three boxes of chocolate in for a prize for the raffle one year and hid them in a cupboard for what was probably......two or three hours, i came back to find 3 of the boxes empty....goddamn nurses are like chocolate seeking vultures sometimes.
Clearly he got his hands on Canada's secret bagged technology
