He also had a "strong odor of an alcoholic beverage on his breath and bloodshot, watery eyes." A breath test revealed a blood-alcohol level of .18 percent.
Police arrested Fisher for driving (shouldn't that be riding?) under the influence and filed a criminal complaint with the Lancaster County Magistrate's Office.
