water doesn't disappear after using it, it's being constantly reused due to the water cycle, it was probably only 70$ of water bills.

Yes and no. Yes in the sense that it wasn't really put to good use, but on the other side, it makes no difference. Water rich countries don't need to worry about water usage. It's not as if they have largely limited supplies, and that water wasn't going to be shipped anywhere desperate anyway.
That sound in the background sounded like a pump. Probably pumping in water from a stream or pond.
