It was taken out right at the last minute, It's still being released though. Eventually. Possibly as a free download.
As far as I've gathered it was cut because something about the song didn't meet a requirement but they still released it because it was a nice song.

It wasn't put in the album because apparently it didn't fit the theme, it was replaced with Salt in the Wounds. It's not released yet, but will be in the future.
