An apology means sod all if you then immediately turn around and do the same thing you just apologized for, and an apology doesn't undo what's already been done. An apology alone doesn't atone for a wrong doing, it's really not much more than an acknowledgement of one. Ideally it's a personal acceptance of having done wrong and a promise to do try better in the future
You can punch someone in the face and apologize immediately afterwards but the fact will remain that you'll still have punched them in the face and they'll have every right to be mad at you regardless of your apology, and no matter how sincere your apology might be, it's still going to ring hollow if you then immediately turn around and punch someone else entirely in the face
The simple act of trying to dissuade his fans not to mob the people he shits on doesn't really do much to absolve him in my eyes either, it strikes me as more trying to weasel out of any sort of culpability than a genuine attempt to do good. Whether or not he tries to dissuade them doesn't change the fact that he himself is being an asshole to these people to begin with
