I think that line's for when the spy dominates a scout and he says something along the lines of "Hey scout, may I use your headset? HELLO, THIS IS SCOUT RAINBOWS MAKE ME CRY"

It's pretty hard to get a domination on a Scout as a spy but that line and, "Off to visit your mother," are worth it.
That spy is obviously a gay guy acting straight!
There should have been a even longer moment of disturbing silence so the result of the blue spy not caring is more suprising.
