In the eyes of government, you don't really own anything. Despite the fact you pay for and maintain a property to them you're just renting it and they can kick you out at any time if they deem they need the property for "public use".
Seems unfair to be forced to take refugees - especially if you run a hotel - given the fact that the refugees will more than likely leave it in a worse state than they found it.
