The Texas State Guard is not the National Guard. The letter the former Rep sent references the activation of the State Guard. Which is entirely a state-owned military. The National Guard are both federal and state troops. Anyway, this all sounds crazy.

Here is the letter the Governor sent to the State Guard. It appears hes just asking the State Guard to help the federal military in working with the locals for the areas where this is happening.

Since they get to keep their rank they had in the federal military it leads to a very odd structure. I'm sure the deployment was just a bit of pandering but I seriously doubt the governor actually believes any of it. He probably figured that the paranoids would see the State Guard as someone trustworthy and not have any incidents. Plus it probably helps USSOCOM by freeing up resources they would have otherwise had to have used doing PR at the local level. I live in Texas. I don't know of anyone who believes the federal military or government would do any of the things listed in the NPR news report. Sure, there are thru and thru Republicans and people who are very serious about their religious beliefs. But none of them that I know believe any of this crap.
