Crews were searching "piece by piece" for survivors, Gregg said.
It was "a path of destruction that is absolutely devastating," he said. "It's a very difficult day for a very good community in southern Illinois."
At least five people were killed in Harrisburg because of the storm, he said.
According to the sheriff's office, some 100 people were injured and between 250 and 300 houses were damaged or destroyed. Some 25 businesses were also damaged or destroyed, the sheriff's office said.
Crews were also examining some structural damage to the Harrisburg Medical Center, to judge whether any patients must be moved, Gregg said.
"It's like nothing I've ever seen, and something I don't care to see again," he said.
Earlier, two deaths were reported in Missouri as a result of the storms.
A woman was killed overnight in Dallas County, Missouri, the coroner there said, without giving further details.
An apparent tornado near Cassville, Missouri, left another person dead, the Barry County Sheriff's Office said. That person was thrown out of a mobile home, the sheriff's office said.
The pounding rain and swirling, destructive winds raking several Plains states injured others in Kansas, as well. That state was socked Tuesday night and Gov. Sam Brownback declared a state of emergency for a small town hit badly by the severe weather.
The National Weather Service's Storm Prediction Center issued tornado watches through noon for parts of Kentucky, Tennessee, Indiana, Arkansas, Illinois and Missouri.
Along with tornadoes, the center warned of the possibility of golf-ball-sized hail, winds up to 75 miles per hour and "dangerous lightning."
The state of emergency was declared for the tiny Kansas town of Harveyville, about 20 miles southwest of Topeka. Emergency teams combed the community to assess damage. Authorities said they believe a tornado hit the town Tuesday night.
Some homes and a church were damaged, and there were numerous reports of trees and power lines down throughout the area, according to the Kansas Adjutant General's Department.
At least one person was critically injured and transported to a hospital in Topeka while four others were briefly trapped in a structure.
"It is quite hectic," said Bill Beasley of the American Medical Response for Shawnee and Wabaunsee counties, who said nine ambulances were dispatched to the scene.
The American Red Cross is assisting and officials have set up a shelter at a local high school.
There were also reports of a tornado touchdown in Kansas' Reno County, near Hutchinson, and another in central Nebraska.
The same powerful winter storm system spawned the severe weather in Dallas County, Missouri, and along the Missouri-Arkansas border.
A path of destruction cut six to seven miles through Taney County, Missouri, damaging homes and businesses, according to Sheriff Jim Russell, who said there were "some injuries," but no reports of fatalities.
The resort community of Branson is in the county. Russell said he had no specific information about damage in the town.

Sad story. I saw the "Tornadoes" Facebook page put up something about a tornado reported at 7:04am with widespread damage, still on the ground, right when it happened...All I could think is that people are probably dying right this second.

Well, that's a damn shame. Weather is fascinating as hell, but it can certainly be cruel.
My friend had a Tornado hit around a mile from his house.

We're having a big snow storm on the East Coast right now.
I had to drive home in it, I was going to take a right, had my blinker on and everything and some guy was riding my ass so I couldn't brake or he'd rear end me so I ended up having to turn without slowing down fast enough and ended up sliding onto the shoulder.
Snow fucking sucks and I hate it when kids beg for it.

Yeah New York upstate is getting hit hard. Here in Maryland? Our winter is averaging 50 degrees or warmer.
We're getting some serious wind right now in North Missouri, speeds up to 40-50 mph.
I live about an hour from here and know people from that area. I hope I can make it out there sometime today to help with cleaning up and searching for missing people.

When I woke up this morning a bunch of houses had siding and roofing tiles ripped off. Worst I got was my grill somehow travelled off my porch into the yard, lol.

It's kind of funny when people visit in the summer, though, 'cause they hear the tornado sirens and think "shit, let's get to a shelter!" No, brother, no. This is not the way of our people.

We get a good amount of tornadoes here in Maryland, mostly up in the northeastern part of the state, we don't have any tornado sirens though...lol
I was near the tornado that touched down near Hutchinson. Happens so often here in Kansas that we just stand out on the porch and watch the storm while the sirens are going off. lol

Yeah I had a friend who lived in Oklahoma, he said he and a friend would crack a beer and watch them from the front porch.

Climate change...
I live about 2.5 to 3 hours north of Harrisburg. Right now it's super windy with lots of clouds. Now I feel a bit paranoid. We did have [url=http://newsblogs.chicagotribune.com/tribnation/2010/06/did-you-see-the-streator-il-tornado.html]a tornado in 2010[/url] that was a pretty big deal, hope there isn't a repeat.

Eh, it's hard to say. Two outbreak years in a row is pretty rare, and a single event is not indicative of a pattern. For example, we had a moderately sized snowstorm in October and everyone was screaming that it's going to be a horrible season. We have had 2" of snow since.
I wouldn't worry yet.
