He had his opportunity to enact the laws now. He hasn't put a mandate for it for the upcoming election. He just wants people to cover all the bases. Now people who are up in the air about who to vote for can "rest easy" on this particular issue because it "could" happen. Campbell Newman (Queensland Premier) went to the election saying he supported gay marriage, but couldn't bring a vote on it because his party didn't support it.
The result of that election? The laws for same-sex relationships which the Labour government had made significant progress on were repealed. Despite his promise that surrogacy laws wouldn't be touched (exactly like the "there will be no carbon tax" promise), they reversed them within the first 100 days of him taking office. LGBT couples can't use surrogates in QLD.
The same will happen here. Though he isn't pushing it as much because Julia Gillard refuses to budge on her position so he doesn't need to, he just points to Labour and says I support the Prime Minister on this issue and he's suddenly less draconian. Regardless, he will get in and if we're super lucky LGBT issues won't make the cabinet room whilst he's in office, if it does, we're going backwards.
