Is that 26% spread out through the whole country or is it just along the border?
Could make a difference in a future incursion by Russia. I doubt Russia would have "intervened" in Ukraine had the Russian population there been heavily mixed in with Ukrainians.

I have a map which shows concentration of Ethnic Russians in the Post-Soviet states there are about 39% in the Latvia's easternmost province and 40% in Riga. There are about 73% in Ida-Viru County in Estonia. Almost every area of Belarus has between 27 and 44%. For Comparison, the disputed areas in Ukraine: Donetsk, Luhansk and Crimea, have between 69 and 77% each.
I have an old 1998 geography book that tells the amount of ethnic Russians in the ex-Soviet states, Latvia (34%), Estonia (30%) and Kyrgyzstan (25%) had one of the highest Russian populations, beaten only by Kazakhstan which is HEAVILY Russian in the north in areas like Astana (40%).
A lot of things have changed in those countries since then obviously but I thought that map was neat
