You're right, I wasn't aware of the amendment, but the fact remains that there is no law stating that you have to pay it.
One of the powers granted to, I believe, the legislative, possibly executive, branch the ability to collect taxes, according to one of the first few articles of the constitution. It was directly expressed because the Articles of Confederation did not give the national government the power to collect taxes, and therefore was extremely weak as a unifying compact. Income tax itself is an inherent power, meaning that it's assumed that the government can do it in order to carry out an expressed power- those stated directly in the constitution. The states also have the reserved power to collect taxes separately from the federal government, also as state in the constitution.
