Satarov was described as a former deputy to a Sunni Islamic cleric in the 1970s. His followers were encouraged to read his manuscripts and most were banned from leaving their eight-storey underground bunker, which had been dug in the basement of a building, Vesti said.
Prosecutors have opened a criminal investigation into the sect and have said it will be disbanded if it continues its illegal activities, such as stopping its members from seeking medical assistance or education.
No arrests have been made although police are likely to look into suspicions that some of the children were being abused. A court will decide whether the children will be allowed to stay with their parents.

That reminds of this book I read called tunnels about a whole subspeicies of humans who lived under the earth, it even went back as far as the atlantians where the first to discover the 'underground earth' it's a badass book it has nazi's in it and shit. It's a series based in great britain, I really recommend reading it, they're going to make a movie soon.

i think raising your kids in a dark underground bunker and never letting them see daylight counts as abuse just on its own

It's probably such an unlikely scenario that they don't have any specific laws regarding it.
There was a movie about some cult that lived underground/in a bunker. Some travelers or something got captured and were kept prisoner in the bunker. Anyone knows the name?

Man, if the bunker ends up abandoned, it'd make a decent place for Russian mole people to reside; not to be insulting or anything. (according to that documentary, mole people aren't an urban legend like most think they are)
Nonetheless the concept of an isolated society living in a vault is an interesting one. And lets be honest; an eight-storey underground bunker isn't something to sneeze at, even if it's essentially the temple of some mad prophet; kind of a genius to have a deep underground vault built as his temple, but nonetheless a bit mad.
