idk how canadian law works regarding how autonomous a province is allowed to be regarding law, but maybe b.c. will have their own legalization sometime in the not too far future.

I may have missed something here, but isn't the Colbert Report a satire show? Exaggeration and sarcasm are the core of the show. Why did they get butthurt over it?
And the show also uses the way media report on stuff like this as jokes, too. A lot of that information was taken right from reports broadcast on network news.

Aaaaaaactually, as a resident of BC, I kinda do know a bit. Disclaimer: I am not an expert in anything even remotely related to Canadian law, do not rely on me for [B]shit[/B] as far as practical legal advice goes. That would be a terrible idea and I'm fucking telling you not to. Okay, so.
There are a couple parts to this, so I'll start with the general: Federal law. The [URL="http://laws-lois.justice.gc.ca/eng/acts/C-46/index.html"]Criminal Code of Canada[/URL] is federal, as is (duh) the national police force, the RCMP. Likewise, the [URL="http://laws-lois.justice.gc.ca/eng/acts/c-38.8/"]Controlled Drugs and Substances Act[/URL], which includes the illegal drug schedule, is a federal law. As a result, no province can legalize a scheduled substance from the CDSA, because that's federal jurisdiction. The RCMP enforces the Criminal Code, just as the FBI enforces the federal drug statues in the US.
As a result, any RCMP officer in BC is duty-bound to enforce federal law with regards to weed.
However, here's where things get interesting. British Columbia's provincial government is responsible for much of its own governance, and the funding of RCMP detatchments in BC is within its jurisdiction.
BC is also the only province in Canada that has a provision for a citizen referendum. Here are the basics: If a petition campaign can gather signatures from 10% of the population in each of BC's 85 electoral districts in a 90-day period, the referendum question on that petition will be put to a provincial public vote at the next scheduled referendum period. The next scheduled provincial referendum window is in September, 2014.
Here's why this matters: [URL="http://sensiblebc.ca/"]Sensible BC[/URL] is a campaign to decriminalize marijuana in BC by collecting enough signatures for a referendum vote on the issue, [B]and the campaign is underway now[/B]. The vote is on the [URL="http://sensiblebc.ca/the-sensible-policing-act/"]Sensible Policing Act[/URL], which would instruct the RCMP that they may not expend any resources on enforcing simple possession of weed, and then there's also other stuff about putting pressure on Ottawa to amend the federal law to legalize weed but that's not likely going anywhere while Harper is PM.

at first I started reading it and was "oh wow these guys are dicks" and then I read it a little bit more and I'm not even sure if it's one or two jokes, or if the whole thing is satire

it's not actually really "satire" either. the links and information they provide is true, but it's wrapped in a bunch of sarcasm. the spd is having a very fun time with i-502 it seems.
Sometimes I forget how awesome my state is.

i watched this segment today....he was really kidding about most of it, but i think he's right that law enforcement agents shouldn't go to these events and pass out doritos with notes saying when and when not to smoke pot espeacially when those do's are written sarcastically

Why not? It's harmless, informative, and shows that the police are nice guys who are there to help you, rather than anything to be afraid of, as police should be.
