Is there anything I can do about an abandoned dog?

There's an abandoned dog that's been hanging around in the street outside for the past couple of days, he looks like a really nice dog. :3:
He's really skinny and looks sick, I tried to give him a piece of chicken and a bowl of water but he just runs under a car when I come near, so I put them down but he hasn't gone near them at all.
I can't take him home, I'm on vacation in another country, is there anything I can do? :3:

[b]Edit:[/b] By the looks of things, you're in Spain. There probably isn't anything you can do, but maybe try calling into a local Tourist Information Center - they should speak English in there and might be able to make something happen.

Anyway i know people in Spain speak English go speak to one of them and ask them
People become very helpful when an animal is in need of help.
So ask the hotel people for help, some of them will speak English.
Google Translator, hope it doesn't horribly mess up what you're trying to say, write it down, learn to pronounce what you need to say (although probably failing) and try to talk to a vet.

There really isn't much you can do to be honest, if it has been living on the street for all it's life it's probably filled with all kinds of worms and parasites. Spend some time with it, give it a few days in his miserable life he can remember.

Whenever I go near he runs away. I spoke to someone who said he was thrown out a car there 2 days ago and that's why he's hanging around here.

There are stray dogs and cats all over a lot of countries like Spain, Italy, former Yugoslavia etc.
There's not really anything you can do for them, they're pretty much wild and there's too many of them for the authorities to see any point doing anything about them other than occasionally culling them maybe. People just don't give a shit.
When I was in Croatia there were kittens [I]everywhere.[/I] One night a kitten with one eye and one ear climbed inside my sandal after I dropped some fish paste for it and some got inside. So many kittens :smith:
