Its not hard to make night vision goggles, its hard to make goods ones. All it takes is a camera that can see infrared, some infrared LEDs, and something to process the image. My freaking camcorder has a night vision setting and its only a $200 one.
You probably won't get good NVG unless you spend $1,000 or more

Bro, mostcameras can see infrared, in fact your webcamera on top of your pc right now can probably see infrared light just as well if not better then normal colors. Try it!
