You generally will get a lower sentence or leniency in defense if you turn yourself in rather than run.
Basically it puts you in a better position to defend yourself rather that the prosecution being able to use the act of evading capture against you.

The main point thats brought up is countries are bribing FIFA executives for their votes on who gets to host the world cup. Its painfully obvious somethings up when a country that is so hot its physically impossible to play the sport (Qatar) wins the world cup. As for rigging matches its actually come up recently that FIFA payed the Irish FA £3.5 billion to not pursue a case where a player got a hand-ball which ultimately caused an Irish team to lose the match. Obviously to make it less suspicious the money has to travel around a bit.
Russia accuses the USA of suddenly being interested in FIFA and football because they don't want them to have the next world cup. The reality of it is the US has extremely strict racketeering laws and FIFA has been embezzling money on US soil.

If it's proven that he has been redirecting money from the national public soccer programme "Fútbol Para Todos" this could be VERY, VERY bad for the government, as it could be blatant proof of the rampant corruption that this country has been enduring under the current administration.
