Some clarification over this. This isn't the real first step, this is some arbitrary ruling by the CNE (Venezuela's National Council of Elections) that isn't in the constitution but the opposition rolled with anyway, the actual referendum procedure mentions collecting signatures from 20% of all registered voters, which is where the 4 million figure comes from, who would confirm that the referendum would then take place.
Second, the meeting with the CNE didn't really happen, 4 of 5 directors were absent, Tibisay Lucena the head of the council was absent, the opposition met with Luis Emili Rondon, a vice-director.
it's a damned shame that this is probably going to be delayed for months on end anyways - but at least the end is coming eventually (mainly because the way things are going is unsustainable)

What the government wants (and what they obviously will never admit) is that due to the rules of how the recall referendum works, if it takes place after January 2017, the vicepresident would complete Maduro's term which ends in 2019, so they want it to take place after that date and they've gone to great lengths to secure that this is what will end up happening. The vicepresident is appointed directly by the president so they could put whoever the fuck they want as president that way.
Why, you may ask? Well, it's killing two birds with one stone, get rid of Maduro, while maintaining PSUV's hegemony for at least 2 more years.
