Investigators have also been able to obtain an Internet Protocol address linked to the person who posted the video on YouTube.
“But keep your expectations low,” Jantzen said. “It hasn’t led to a home address. It’s very generic. It tells us the Internet service provider. It’s not that coup de grâce.”
The next step would be to apply for search warrants, but that hasn’t happened yet, he said.
Police believe the run took place on April 5 or 6, just before the Easter weekend. The video, which shows the motorcyclist weaving in and out of traffic, was uploaded on April 7, Jantzen said.
“It’s a challenging investigation with a strong technical component to it … But it’s also been a lot of old-fashioned investigative techniques, talking to people and collecting statements,” Jantzen said.
Victoria lawyer Steve Suntok said the case may be difficult to prosecute. There’s no identification evidence in the video. Even if the witnesses got a licence plate number, the driver was still a blur, said Suntok.
“It doesn’t prove that the registered owner was driving at the time.”
However, if the driver has bragged to friends, it’s a pretty straightforward matter, Suntok said.
“That would be considered a confession in a court of law, no different to a confession in any other criminal case,” Suntok said. “They’re going to need for him to have blabbed.”
Dangerous driving would be an appropriate charge, he said.
From a Motor Vehicle Act perspective, the motorcycle could be impounded for seven days. The driver would have to pay the impound fee, a significant fine and increased insurance premiums for the next three years, he said.
“With the way things are now, the director of civil forfeiture might even get involved and attempt to have the motorbike forfeited to the Crown as an instrument of the offence,” Suntok said.
Former Victoria police officer Alex Campbell, a motorcycle instructor with the Vancouver Island Safety Council, was surprised when he saw the video.
“What thought processes would make somebody do that on a highway, putting himself and everybody else at risk and relying on other people’s driving to keep him from harm?” Campbell said. “Most of us ride safely and sanely on a motorbike. You have to ride with your wits about you.”
Campbell estimated the 400-pound bike was travelling at about 90 metres a second.
“At that speed, it would go right into a car,” he said.
Saanich accident investigators told Jantzen at that speed the motorcycle could sheer right through a larger vehicle.

Jantzen is urging members of the public to come forward with evidence, as it is believed the suspect may have bragged about his exploits.
The video called “Victoria highway run 299km” was posted to YouTube on April 8 by user Joe Blow. It’s been seen nearly 250,000 times as of this post.
Police were able to trace the IP address of the user, but Jantzen said it was a tip from the public and old-fashioned police work that led them to the bike.

some places have no chase laws, cops aren't allowed pursue bikes since they'll never catch them, and it only provokes more danger

Yeah, a 400 pound bike traveling almost 200 miles an hour is definitely not the problem of anyone else on the road!
At that speed it's like weaving through a bunch of parked cars. The biggest threat is a vehicle changing lanes in front of him, especially in that segment from 0:23 to 0:35. They would have no idea he's coming and he'd smash straight into them.
