My dad who is an avid cyclist put the road tax argument this way:

"I own a high performance car, and pay an appropriate amount of road tax for the road upkeep and emissions. When I make a journey on my bike , I am not damaging the road or releasing emissions I otherwise would have been if I made the journey in my car.
So I am in fact paying for something which I am not using"

If people wants to cycle then they should know the risks of cycling on the British roads which are designed for motor vehicles. And accept full responsibility for any damages sustain while doing something so stupid.
If I went to india foolishly driving a small car and it got crushed and I got injured, then I would be at fault because the roads there are designed for elephants. That's basically what the cyclists are doing but they think they are in the right. They have never heard of the phrase "When in Rome"

I'm not a big fan of them riding on roads, but that's no reason to brag about hitting one.
