You can make a paypal account even without a card, you can do it right now
Yes. But legally, the law forbids it. You need to be 16+ to buy or sell online, PayPal included.

You have to be 18 to make an account, and I'm pretty sure that the card holder has to be 18 as well.

I've been using PayPal since I was 15, I only turned 18 in September and I used a debit card too, so yes you can.
I used my debit card to buy most things online but i got paypal to save time.

I'm primary on my secondary savings account, registered as 16 years of age, and I can still make online purchases with PayPal.
You can use debit but it takes like 5-8 business days to transfer money from your bank to your Paypal.

I've been using Paypal with my debit card since I was 14 (4 years) with no problems.

But you can buy stuff with your paypal account straight out of your bank so there's no need to transfer anything.

You can register for PayPal without them checking your age. Though, once you transferred a lot of money (at about a 1000 euros here) they might still check it. My friend had this and his PayPal account got blocked for a year or so.

So if i have 0$ in a paypal account but I have enough money in the bank account linked to my paypal to pay for what i'm buying it just takes it from the bank account instead?
