Yes. But legally, the law forbids it. You need to be 16+ to buy or sell online, PayPal included. Edit: Post below shows its 18

Op, get your mum to make the account so technically she owns it - but it's off your card.
Straight off of the PayPal user agreement... "To be eligible for our Services, you must be at least 18 years old and a resident of the United States or one of the countries listed on the PayPal WorldWide page." You have to be 18 to make an account, and I'm pretty sure that the card holder has to be 18 as well.

Actually, i went through all the PayPal UK lists when i signed up, and there was no mention of age or anything. Yep, im not joking, or i woudnt have done it.
What codename said. I've bought Garry's Mod and Team Fortress 2 using PayPal and I was 15 at the time.
I've been using PayPal since I was 15, I only turned 18 in September and I used a debit card too, so yes you can.
I used my debit card to buy most things online but i got paypal to save time.

You can use debit but it takes like 5-8 business days to transfer money from your bank to your Paypal.

I've been using Paypal with my debit card since I was 14 (4 years) with no problems.

You can register for PayPal without them checking your age. Though, once you transferred a lot of money (at about a 1000 euros here) they might still check it. My friend had this and his PayPal account got blocked for a year or so.
