Cartels have been a problem in Mexico for decades now. Only difference is that they are terribly out of control now.

Honestly? The police and military in Mexico is so corrupt they can't be trusted. Ideally a multinational police taskforce would do it under a UN mandate.

I mean considering our drug policies and gun production contribute to the cartel's ability to make money and obtain guns, while our exploitation of illegal immigrants is further incentive for them to smuggle people, as well as drugs, across the border. I actually think we should help contribute heavily in stopping cartels operating in northern mexico, and helping fix some of the damage they've caused.
Though there's little point unless we stop providing them with such an easy method of making money through the drug trade first, as it's stupid to waste money and lives attempting to mitigate a problem that you're feeding in the first place.
I honestly think it's really dumb that we don't do more to improve the situation in mexico, since as they're a bordering country, violence like cartels will/does effect us as well, and in general it's always better to have well off neighboring countries, for both stability and humanitarian reasons.
Though there's also the part where you would have to negotiate everything you do with the Mexican government, and all the political problems associated with that, along with the the possibility of corruption either minimizing the effectiveness of your efforts or stealing/profiteering off of funds meant to fulfill those goals.
And that all depends on exactly how we'd go about dealing with cartels in the first place. Drone strikes and the like that we've been deploying in the middle east would be off the table for what I believe to be obvious reasons, every civilian caught in the crossfire would be blamed on the nation of the soldiers involved, so directly contributing manpower to the effort would be controversial at best, and could end up damaging relations in the end, especially when people start claiming that we're invading mexico and the like to try and get public support against anyone we'd use for the effort anyways. So I'd consider boots in mexico to be pretty damn risky, on top of being questionable. I mean I expect many Americans wouldn't be too happy if Canada took it upon themselves to do something similar if we were having gang issues that affected them.
So really that kind of leaves you with directing, supporting, and funding Mexican police/troops to deal with them, which would call into question their ability to govern in the first place, raising political issues, as well as again, worrying about corruption within the government either working against the effectiveness of the campaign just using it to enrich themselves.
Honestly I'm a strong believer in the effectiveness of incentivization, so really the best things we could do is limit their access to a consumer base to buy illegal substances and make profits through similar illicit activities that you can basically remove by simply legalizing them (unlike human trafficking). So really probably the most effective thing in the long term I could see is ending the drug war on non-dangerous popular substances and reallocating some of that capital on a federal level to help seize better effective control of the border by aggressively attacking their means of transport (Tunnels and via sea particularly), while possibly offering training and limited equipment for select special forces or SWAT equivalents within mexico and cooperating with them in a more passive way to help them regain control over areas with heavy cartel influence.
Of course all of that's pretty idealistic to believe it could actually get congress to approve of something with the goal of helping another country unless someone on our side was exploiting it for profit somehow, because our government is corrupt as fuck too, just a bit more subtle about it.

Yes but in that case the government fought back. In Mexico they're either on cartel payroll or get fucking slaughtered.
