In the footage, from 2007, the vehicle is accompanied by a police escort who are trying to get the lorry to the safety of the docks for the blaze to be tackled.
That last part of the video were it crosses the bridge is just comical
Don't want to be that person but why didn't they just simply stop the vehicle on a lay-by and get the firemen to come put it out? There must have been something explosive or something in the back of that thing to warrent a escort to the firestation itself?

In the video it states that they couldn't extinguish the fire cause the contents were compacted

From what I understood with the video, a normal fire truck wouldn't be able to put out the material because it was compacted and I'm guessing the only place with the equipment needed would be the docks.

Or, they just drove it off a pier into the sea, I mean, whatever puts it out, right?
Fire crews had already attempted to put the fire out at a fire station to no success, so the decision was made to take it to the docks where there is specialist equipment for such fires (There are numerous "specialist" fires at the dock each year). A fire officer sat in the truck cab with the driver en-route to the docks
