There are far worse misusers of the system and that's the people we need to focus on.

Maybe it is enough of a psychological issue that it could be considered an addiction, but if you're not even trying to fight an addiction, why should you expect your fellow citizens to pay for it? It's not like alcohol addicts are given money from the state to go spend on booze, they're expected to try to kick the habit and recover. Correct me if I'm wrong, but this guy doesn't seem to show any interest in recovery, so he's out having fun and going to concerts on the government's dime. That seems pretty dumb to me.
