Their leadership is pretty fucking unconcerned with their population dying as evidenced by the god awful state of affairs over there. I'm sure throwing some "young men" into a meatgrinder to prove they are a big boy country is something they're more than happy to do.

It's saying that negotiations will stop if a war DOES break out. Just like how if 2 guys are about to fight (US and NK) and they're all up in eachothers faces arguing, the verbal fight (diplomacy) stops and turns into a physical fight (war) once somebody throws the first punch.

I'm having a hard time finding what's wrong with that statement. Seems pretty reasonable.
