It is a tactic. You may think it's warmongering as fuck, which it is, but it does work in certain respects. No one wants to send young men to die in some pointless conflict, and the threat of bloodshed can put a really big cloud over negotiations as people understand that hampering dialog is not a favorable option for anyone.

The US might not (at least, everyone who isn't Trump might not), but NK sure as shit doesn't give a fuck. Their leadership is pretty fucking unconcerned with their population dying as evidenced by the god awful state of affairs over there. I'm sure throwing some "young men" into a meatgrinder to prove they are a big boy country is something they're more than happy to do.

Not exactly. It's saying that negotiations will stop if a war DOES break out.
Just like how if 2 guys are about to fight (US and NK) and they're all up in eachothers faces arguing, the verbal fight (diplomacy) stops and turns into a physical fight (war) once somebody throws the first punch.
I'm having a hard time finding what's wrong with that statement. Seems pretty reasonable.

Its something they want to avoid at all cost. If North Korea gets into a war its the end of North Korea and its leadership. Thats the whole point to the nukes, launching rockets, its survival.

I'd sooner think the Russians were going to try and do an EMP strike or something; weren't there stories of Russian ambassadors trying to study/observe US power grids during their time in the USA, as well as various hacking attempts - most notably around the same point in time as the US election meddling?
