I am so focused on a U.S. state that I missed this... Why would Turnbull opt for a dissolve solution for the upper house given it is election year, and most likely in 7 months or so - pending if this is passed - considering the rather controversial items that have pass while he has since been in power.

Although a double dissolution would actually make it easier for minor party Senators to be elected, as the STV quotas are effectively cut in half, each crossbencher would be shitting themselves over their seat suddenly going up for re-election because they know they have a shit reputation with the public, who probably won't vote them back in again (except for the Greens, but that's it). So the idea behind Turnbull's suggestion is he's threatening the Senate crossbenchers to get this through. The less that unions are militant today in the 21st century, the better.
