He is burning a religious symbol, so, as far as I can tell it is a attack on religion, not ethnic group or anything else.

Most Muslims consider it blasphemy to damage or destroy their holy book. In addition, last time he did this, anti-American riots erupted across the entire middle east, so they are right to be worried.

As long as they're not arresting him because he wants to burn qurans, in fine with it. But no matter how stupid, insensitive or whatever something is, freedom of speech should me ever be inhibited. The man's making a stupid statement, but that doesn't change that he has a right to make it.
I believe every one is this country has the right to free speech as long as you are not endangering or hurting anyone else, considering that burning Qurans does in fact endanger American embassies in Muslim countries I believe it should be restricted.
