It's pretty evident he was simply unaware. First of all, bird food typically contains cannabis seeds (along with sunflower seeds), though not the bred strains that are typically cultivated for the purpose of drugs. Secondly, for the plants to be suitable for intoxication they need to be grown as slow as possible under warm and dry conditions, so if he was actually growing stuff to smoke he picked a pretty terrible spot. EDIT: Heck, a massive sunflower field would be awesome-looking, so I'd probably do the exact same thing if I had a sack of bird seeds and an empty field. I believe the seeds are chemically treated to not grow easily but naturally out of an entire bag many seeds survive this.
