The legality wasn't even in question, the government of Gibraltar just wants someone to set out rules for both sides to comply with to keep the border traffic flowing.

They're trying to bully England into admitting Gibraltar is Spain's, yet seem to fail to realise this reflects WAY worse on Spain than it does on England. :v:
